Package Quality Assurance/Control Engineer- Pipeline

MISSIONS / SERVICE DIMENSIONS
The service holder shall:
- Take ownership of managing all QA/QC activities in the Pipeline EPC Contract.
- Act as QA/QC focal point for the Pipeline EPC Package.
- Maintain Quality Management systems promoting best practice and continuous improvement.
Reporting To: Project Quality Lead
Direct reporting from: Site QA/QC Superintendents
ACTIVITIES
Quality Assurance
- Compliance to the Project Management System documentation.
- Ensure the contractor/supplier quality requirements as per the Contract.
- Coordination in execution of audit schedules.
- Execution of Quality planning.
- Inputs to the EPC Contractor Equipment Criticality Assessments activities.
- Coordination of Vendor, Contractor Inspection activities, etc.
Inspection/Contractor/Vendor Management
- Ensure all Contractor/Sub-Contractor inspection and test plans are created, communicated, followed, and periodically reviewed/approved.
- Ensure all the Vendors/Sub-Vendors ITPs are reviewed/approved.
- Attend Pre-Inspection Meetings as required.
- Ensure inspection performance metrics are maintained effectively by Contractor.
- Review the Inspection/Quality Surveillance reports generated by the Company Surveillance/Inspection personnel.
- Coordinate with SMEs (Welding, NDE, Painting/Coating) Inspection Coordinator and Engineering, Package Engineers, and other relevant departments.
- Coordinate with Site QA/QC Superintendents.
- Be conversant in all the EPC phase activities.
- Be conversant in all Pipeline related items like line pipe, bends, valves, pipeline installation, etc.
Audit
- Plan, conduct and assist in compliance audits, self-audits and inspections.
- Participate in key customer quality reviews.
- Ensure all regulatory compliance and standards are met.
- Maintain comprehensive audit, response, and action matrices.
CONTEXT & ENVIRONMENT
Be part of the Gas Midstream Project (GMP) Team, which aims at designing, constructing, and starting-up a Gas Hub in the Basra region of Southern IRAQ.
The goal of phase 1 is to collect and treat otherwise flared gas from three surrounding oil-producing fields (Ar Ratawi, Majnoon, and West-Qurna 2). The expected production plateau is 80 kboepd for 30 years.
The facilities will consist of:
- A Gas Gathering System (GGS) composed of transportation pipelines for raw gas/condensate.
- A Gas Processing Plant (GPP) located in Ar Ratawi with a treatment capacity of 320 MMSCFD.
- A Gas Export System composed of transportation pipelines for dry gas and LPG to the delivery points.
- A Marine Terminal located in Umm Qasr for storing and exporting stabilized condensate.
GMP forms part of a larger Gas Growth Integrated Project (GGIP) in IRAQ, which encompasses also:
- Associated Gas Upstream Project (AGUP): Operations and production of the Ar Ratawi oil field.
- Common Sea Water Supply Project (CSSP): Construction of a water treatment plant.
- Solar Power Generation Project (SPP): Construction and operations of a solar plant.

QUALIFICATIONS & EXPERIENCE REQUIRED
- Qualification: Engineering degree, Diploma in Quality, Experience in Welding/NDT, all phases of EPC.
- Languages: English as first language (French/Arabic would be an advantage).
- Professional Experience: At least 15 years of experience in Quality Assurance/Control within a Major Onshore Project environment.
- Hands-on experience in Onshore Pipeline Projects.
- Experience in the Iraq region is an added advantage.
